JVM_CLAIM

One MCP per JVM, claimed by whichever host initializes first. A system property rather than a static because a host that reloads swaps the classloader underneath us and resets every static; never released, since releasing it on disable would re-admit the re-entry it rejects. It lives in common rather than in one host's entry point so it also catches two builds starting up in the same server.
